Token refund

Tokens returned after an application: 100 for a Match, 50 for a Maybe, none for a No match, and all 100 if the first read fails.

The first read alone sets the refund. A second read, or an employer moving the applicant to another group, does not change it. Withdrawing an application does not return the tokens.
